KATHMANDU – Second and third largest party in the Constituent Assembly (CA)- Nepali Congress and CPN UML- have concluded that the new constitution cannot be drafted without moving ahead in consensus.
Both parties reached such a conclusion after holding separate holding separate internal discussions at their respective party
